Missouri is revising baseline industrial-stormwater permit conditions — comments due Aug. 30
Missouri DNR has published draft Standard Conditions Part 4 for NPDES permits addressing industrial stormwater requirements. DNR says standard conditions are minimum conditions applicable to NPDES permits unless superseded by permit-specific requirements or not relevant to the facility. The proposal incorporates Missouri and federal industrial-stormwater requirements and remains tentative during the public-comment period through Aug. 30, 2026. This is statewide permit-policy context, not evidence that a specific Greentop business or proposed project is violating stormwater rules.

Decision stage
draft standard conditions — public comment
Next dated action
Aug 30, 2026
What to watch next
Review the draft and submit water-quality comments by 5 p.m. Aug. 30, 2026 if relevant. When evaluating a specific industrial development later, use the actual permit and site-specific stormwater requirements rather than assuming the statewide draft alone governs every activity.
Verification notes
Official Missouri DNR public notice. Standard Conditions Part 4 concerns industrial stormwater NPDES permits generally; the Reporter should link it to specific projects only when a project-specific permit or applicability record exists.
MoDOT’s $3.9 million Schuyler–Scotland resurfacing contract covers four rural routes
The Missouri Highways and Transportation Commission awarded W. L. Miller Company a $3.9 million resurfacing contract covering Route D from Lancaster toward Memphis, Route J from U.S. 63 to Quail Avenue near Greentop, Route U from U.S. 136 in Lancaster to U.S. 63, and Route V from Route D to U.S. 136 in Downing. MoDOT identifies the work as part of the Governor’s Rural Roads Program. Its 2026 Northeast District Construction Guide says these Schuyler rural-road improvements are scheduled for completion by Nov. 1, 2026.

What to watch next
Track actual work completion, traffic impacts and any contract changes against the $3.9 million awarded scope; keep the four route segments linked to the same contract rather than reporting each as unrelated spending.
Verification notes
Official MoDOT contract award and 2026 Northeast District Construction Guide. The $3.9 million is the combined contract covering the listed Schuyler/Scotland routes, not the cost of Route J alone.
Missouri PSC adopts large-load protections intended to keep data-center costs with large customers
The Missouri Public Service Commission says Ameren Missouri and Evergy have approved large-load tariffs covering customers such as data centers. The PSC describes protections including long minimum service contracts, financial-security requirements, exit fees, minimum monthly billing and cost-stabilization recovery intended to prevent unjust or unreasonable large-load costs from shifting to residential and commercial customers. The PSC states Liberty’s large-load tariff case remains in progress.

What to watch next
Use the applicable PSC tariff and utility-service territory when evaluating any proposed data center; continue watching the Liberty proceeding and future tariff revisions.

Schuyler County water district relies on purchased surface water from Rathbun
Missouri DNR’s 2026 Census of Missouri Public Water Systems lists Schuyler County Consolidated PWSD 1 as a locally owned system serving 3,482 people through 1,464 service connections. The census lists 100% of its source as purchased surface water, supply capacity of 0.337 million gallons per day, average daily consumption of 0.250 MGD and finished-water storage of 0.311 million gallons. The census also identifies Rathbun Regional Water Association as the district’s supplier. These district-level figures are useful infrastructure context but do not establish Greentop’s exact municipal demand or spare capacity for a particular development.

What to watch next
For any high-water-use development proposal, obtain peak-day demand, emergency reserve, contract limits, transmission capacity and the project-specific service commitment before treating average-capacity figures as available capacity.
Verification notes
Verified from Missouri DNR’s official 2026 public-water-system census. Figures describe Schuyler County Consolidated PWSD 1, not a project-specific capacity determination.
Missouri impaired-waters methodology public comment closes Aug. 14, 2026
Missouri DNR’s public comment period on the draft 2028 Section 303(d) Listing Methodology runs through Aug. 14, 2026. The methodology governs how DNR evaluates available data when deciding which Missouri waters are listed as impaired under the federal Clean Water Act. This is a statewide methodology process, not a finding that a particular Greentop or Schuyler County waterbody is impaired.

What to watch next
Submit written comments to Missouri DNR by the Aug. 14, 2026 deadline if the methodology affects a water-quality concern; then watch for Clean Water Commission consideration.
Verification notes

Missouri data-center energy and natural-resource review has two major 2026 milestones
Missouri DNR says it does not regulate data centers as a facility type; local governments are typically aware of proposed projects before DNR because DNR generally becomes involved when a project applies for an environmental permit. DNR is coordinating with the Public Service Commission on energy regulations and utility practices, and says data-center growth is expected to be the main driver of future Missouri energy-demand growth. A new State Energy Plan is due Sept. 1, 2026, and DNR says its broader data-center findings and recommendations are due to the Governor by Nov. 30, 2026. DNR also states that Missouri does not generally regulate the amount of in-state water use, although major water users capable of withdrawing at least 100,000 gallons per day must register and report annual use.

What to watch next
Review the State Energy Plan when issued Sept. 1, then watch for DNR’s data-center findings and recommendations due Nov. 30, 2026. Local governments remain a key early source for proposed-project information.

Northeast Missouri aquifer mapping includes Schuyler and is expanding across the region
Missouri DNR’s Northeast Missouri Aquifer Characterization Project covers nine counties: Clark, Scotland, Schuyler, Lewis, Knox, Adair, Marion, Shelby and Macon. DNR says electromagnetic surveys began in 2025 in Clark, Scotland and Schuyler counties and expanded into Adair, Knox and Lewis in summer 2026. The project combines test holes, passive seismic work and airborne electromagnetic surveys to identify suspected buried-channel aquifers and possible potable groundwater sources. DNR says the survey data will be used to build a 3D hydrogeological framework and final report.

U.S. 63 conceptual study between Kirksville and Iowa line: final alternatives work underway
MoDOT is conducting a conceptual study of U.S. 63 between the Iowa state line and south of Kirksville. Public meetings and the May 12–25, 2026 comment period are complete, and final purpose-and-need/conceptual alternatives are in progress for fall 2026.
