A practical civic-thinking guide for evaluating projects, spending and government decisions without steering the reader toward a predetermined conclusion. For each material issue, examine the best-case explanation, worst-case explanation and most ordinary explanation; who benefits, who pays and who carries the risk; short- and long-term benefits and costs; opportunity cost; what happens if nothing is done; what happens if the plan fails; who is accountable; what supporters and critics say; what the records prove; what remains unknown; and what evidence would change the conclusion. Thinking tools such as Hanlon's Razor, Occam's Razor, Chesterton's Fence, Goodhart's Law, sunk-cost fallacy, survivorship bias, confirmation bias, principal-agent problems, moral hazard and regulatory capture are presented as lenses rather than conclusions. Repetition matters: an initial error may be a mistake; repeated failure after notice may indicate process failure or neglect; continued conduct despite clear knowledge and an available correction may justify examining recklessness, incentives, conflicts or intentional conduct. The standard is: state facts in context, show the source, show what is unknown, follow what happens next, and let the reader decide.
