On September 1, the Adair County Commission passed Resolution 2026-1 declaring an intent to review possible standards for large-scale technology and renewable facilities, including data centers and cryptocurrency facilities. The county says it has no zoning regulations for development of large-scale facilities to meet technology needs. The review topics include districts, setbacks and scale, screening, noise, water conservation, electrical coordination, backup generators and fuel, traffic and construction, and safety. No numeric limits, ordinance, permit, application or project approval were adopted in this resolution.

The proposal applies to Kirksville city limits only. Missouri DNR says it does not regulate data centers as a facility type; local governments are typically aware of proposed projects before DNR because DNR generally becomes involved when a project applies for an environmental permit. DNR is coordinating with the Public Service Commission on energy regulations and utility practices, and says data-center growth is expected to be the main driver of future Missouri energy-demand growth. A new State Energy Plan is due Sept. 1, 2026, and DNR says its broader data-center findings and recommendations are due to the Governor by Nov. 30, 2026. DNR also states that Missouri does not generally regulate the amount of in-state water use, although major water users capable of withdrawing at least 100,000 gallons per day must register and report annual use.

The PSC describes protections including long minimum service contracts, financial-security requirements, exit fees, minimum monthly billing and cost-stabilization recovery intended to prevent unjust or unreasonable large-load costs from shifting to residential and commercial customers. Missouri DNR says Spade Property Owner LLC submitted an antidegradation review request for a proposed new domestic wastewater discharge associated with the Project Spade Wastewater Treatment Facility in Montgomery County. DNR’s preliminary water-quality determination is open for written comment through Aug. 17, 2026, and DNR says a later operating permit implementing the determination will receive a separate public notice.
